I dont know how many policeman and firemen up here risk their lives each winter trying to save people that have fallen in cold water and are overdressed for water conditions and cant help themselves by swimming because of temperatures and immobility due to bulky clothes.

I would much rather they just make the law that between Nov. 1 and April 1 there will be NO water rescue operations done. If you go out and go in the drink, you're on your own. Then you can decide if you want to wear a lfejacket or not.
