Part of the Navy's experimenta; Litteral Ship program. Fast, inexpensive, shallow-draft vessels that can go where destroyers can't. Supposedly good platforms to support special forces operation. I think that's the General Dynamics entry- vessel #2. Powered by turbines on water jets with diesels for slow speed transit.
