In Texas we have boating safety classes. When my son turned 13, we took the class together.

A person at least 13 years of age and born after Sept. 1, 1993, may operate a vessel only if he or she has passed a boater education course approved by Texas Parks and Wildlife Department

I do not mind boater education, but it will become a cash cow, and the state cannot get enough !
