Tortugas used to be a practice range. When we stayed at our buddies still house there we brought home dozens of practice bombs that looked just like that..

I have a couple from Ballast Key as well. This one is a "Spotting Charge" practice bomb. They have a plunger in front that looks like a cartoon bomb, it hits and White Phosphorous cloud appears , and it is graded from a spotting ship. The one above is a little bigger, and was probably made of cement.
If you find one of these....leave it alone
