The "skipper" had no idea what he was doing at all.
Looks like the classic "try to drive it like a car" to me.

Captain Ron..
The first crime is having Suzuki motors on an American Taxpayers property, the other Patrol Boat had Honda's ....for shame...Had those been powerful fuel efficient MERCURY"S they would not have had that problem.Parabellum FJ²B

If you watch the video, you can see that he had no idea that the transom would slide out like that.
That cop needs to be taken off of the harbor patrol for that "seamanship" and off of the force for telling HIS VICTIM to "relax."
COP: "Are you hurt?"
VICTIM: "No."
COP: "Then RELAX!"
Imagine how he treats citizen who are NOT victims of his carelessness and incompetence.

09-03-2013 10:14 AMWhat a friggin idiot. You'd think they'd at least put their officers through some kind of a competency test, and a "How to be a Professional Public Servant" test.......
Oh, wait a minute, you did say it was DC. No one there has taken either of those tests. My Bad!!!Getting bad advice is unfortunate, taking bad advice is a Serious matter!!

DC Boat Cop Slams Into Boats : Bad_Cop_No_Donut

As shown in the video, the boat was clearly assuming an aggressive posture and refusing to back down. The police boat had no choice but to act in self defense and strike first in order to ensure the much larger suspect boat would be unable to pull a weapon. This is a clear cut case of suicide by cop. The real tragedy is that the suspect boat did not follow the police boats commands. We should all learn from this mistake.Getting bad advice is unfortunate, taking bad advice is a Serious matter!!

D.C. Police Officer Taken Off Harbor Duty After Boating Accident
April 9, 2014 6:24 PM
WASHINGTON (WNEW) — The D.C. Police officer who was caught on video driving a boat recklessly in the Georgetown waterfront last summer has been disciplined.
The viral video last September showed a D.C. police boat making an abrupt turn at a high rate of speed in the Georgetown waterfront, hitting a parked passenger boat in the process. The passenger boat later sank.
The officer at the helm of the police boat has been taken off the department’s harbor patrol, WNEW Senior Correspondent Mark Segraves has learned.
A D.C. Police spokesperson tells Segraves that the officer is still with the department but has been detailed to another assignment.
Sources familiar with the internal investigation say the department found the accident was preventable and the officer has been disciplined.
No one was hurt in the incident but the passenger boat was a total lost. The video of the incident went viral on YouTube within hours.
