It goes hand in hand with entitlement and government-as-daddy thinking.

On a related note: whoever does get in to health and human services needs to release the lock on medicare and medicaid certification. Little known fact: they froze new certifications effectively blocking reimbursements to venture capitalists who paid the up-front money to have facilities built or improved and "bed licensed." (and who have people using them)
