The Metal Serum won't help on the scum buildup. You can make it shine once we get that scum off.

You need to use a product that's designed for traction. There's quite a few Non Skid waxes offered. I would Google and read some articles.

You might be thinking about what I had posted on buffing. Sometimes waxes buildup over the years and make the surface dull, blotchy or yellow....
