What part of it needs rebuilt???All of it. It needs new bushings and grease You have stiff parts and loose parts.

Any idea if the upper pivot pin needs to be replaced? $$$$ Yep. It needs a bushing. Pin is OK. I have bushed many and they hold up better than the factory

Do you mean the housing (transom plate) needs a new bushing or the pin needs to be cut to accept a bushing?
