I have a set of 21p Mirages for my Formula but one had been replaced with a solid hub. Is there an issue running 1 rubber hub and 1 solid hub as long as they are matching RH/LH props ?

The operation won't matter. Some drives prefer the rubber hubs. Alphas must use rubber. Personally I suggest rubber hubs [non solid] on pleasure boats. The drives will appreciate it.

According to Merc the rubber hubs will only work for 450HP or less. I have run a solid hub for the last several years.

No if, ands, or buts. No solid hubs. Older props are rubber. The newer use the plastic torque flow hub.

Unless you are over 400hp go with the plastic inserts
The Alpha Drives will love it, so will the props if you have an impact
