My runabout is looking pretty rough. Someone had sprayed clear over the gel before I bought it. Now the clear is coming off in chunks. How do I get this off? I want to paint from the water line up.

I had a car that someone did that to years ago.
Looked like they painted the car, and then didn't do any sand or prep, and shot the clear right over it.
I literally chipped it all off with my fingernails.
Then I had a dull blue paint under it with no gloss.

Went and re-painted the whole thing with proper prep.

Try a high pressure power washer first and see what comes off you might also try compressed air. anything that does not come off with those methods will need to be sanded off.

Use an air blower that is non-regulated..100+psi..Most should blow right off. What ever does not blow off should come up with a razor blade. Be careful not to scratch the gel. Jeff Wurl

You can also try sticking duct tape firmly to the broken edge of clear and pulling it in the direction you are trying remove. I have had some success using this method.
